No there is absolutely no connection. see below

No, it happens approximately every 0.5 seconds, while the dvb card is 
tuned to a transport with many programs which use each a different PMT 
pid.

I shouldn't have any influence to the recording since the PIDs used to 
record one program aren't switched. Only the PMT PIDs of other programs 
are set/unset in this round robin manner. This speeds up changes on the 
same multiplex since the backend has a cached PMT.
