I think hour format is the format to use when displaying time only (i.e. 
time without a date), whereas the other formats are whole date/time 
formats.  It doesn't ignore the time specification in the other formats 
because people might legitimately decide to use different formats for 
different parts, and it doesn't take the hour format from any of the 
date formats because there's no way to know which one to copy (users may 
have different time formats on different format strings).
