[mythtv] Netowrked ATSC Tuner (HDHomeRun) - initial code

Hi Todd,

It should be formally announced later this month (Jan).

The short description is that it is box with dual ATSC tuners than can 
stream MPEG2TS to computers across a network.

The two tuners can be controlled independently and can stream to the 
same or different computers.
