[mythtv] Ticket #15/#904 - Fallback to onefield deint for non-1x speeds

I was playing around with some de-interlacing settings recently and went back 
to using Bob for a while when I noticed that when adjusting my timestretch, 
bob turned into onefield.  I thought this was a bug and confirmed this was 
the behavior by examining my logs, but before I posted to trac I found 
tickets 15 and 904 regarding this issue.  It seems this is intentional 
behavior.  Is this desireable?  It seemed a while ago even when adjusting 
timestretch the picture looked consistent.  Now, especially noticable in 
cartoons, when I bump up my timestretch, I get jaggies.  Going back to 1x 
gives me a nice picture again.

So, is Bob just not capable of running at higher than 1x?  I can see good 
reason for switching to onefield when fast forwarding, but it seems for 
actually watching your show at say 1.2x, your de-interlace setting is not 
being honored.
