This is the type of post that should be made to the user's list first.  
That allows people on the list to verify that what you're seeing is a 
valid bug before wasting developer time on an issue that's not a bug.

If posting to the list, someone else (like me) could have sent you a 
link to a message saying that previews are always generated--even if you 
have them disabled for viewing--and that it's impossible to disable 
creation of preview thumbnails.

Note that the option you're specifying is:

Generate thumbnail preview images of recordings
If enabled, a static image of the recording will be displayed on the 
"Watch a Recording" menu.

So, although the label ("title") implies it works as you understood, the 
"live help" description explicitly says this only affects display of 
preview images.

If you prefer the label to be updated to "Display thumbnail preview 
images of recordings", apply the attached patch.  (The patch updates the 
message source in the translation files, but does not update any of the 
translations.)
