This is probably putty trying to negotiate terminal parameters:
You can ignore all of them, which indicates that you will do whatever
the telnet client is expecting you to be doing.

This is safe 99% of the time because all it is asking you to do is
accept character-by-character input rather than line-by-line input,
and it's requesting that you echo back the characters sent to you.
These are not the telnet defaults, so in order to get the behavior
expected by terminal users today these commands must be sent by the
telnet client.
