I cannot play a DVD movie from the DVD drive, because the movie will
surge/stop/surge/stop etc.  Is this supposed to fix this problem?  Do
I just have a bad DVD drive?

If I rip (decrypt) the DVD, then play it, it plays just fine (most of the time).
