What about channel priority?

I have E4 set to -1 priority, and E4+1 to 0 due to E4+1
broadcasting the same thing in 720x576 rather than 544x576.

Makes the scheduler pick the showings on E4+1 rather than E4.
Sounds like exactly what you want to do.
