The best documentation on how the scheduling currently works is probably 
http://mythtv.org/docs/mythtv-HOWTO-12.html (the whole section).  It 
would be a good start toward understanding what you need to know to 
modify the scheduler.  After reading (and understanding) the info in the 
HOWTO, most of the details should be clear and the rest of your 
questions should be easily answerable from the code.
