No one is really working on improving MythVideo right now, but
J. Donavan will review patches for MythVideo. You can see a list
of who normally commits patches for each component at:
  http://svn.mythtv.org/trac/wiki/GoToDev

The 0.19 release will be soon, but I wouldn't call it imminent.
