It is a good PNG, it is just not avoiding black screens 
because you don't have commercial flagging turned on.

I'm assuming this is the smallest possible NUV file, but the
minimum PNG file is just 8 bytes.

The minimum PNG file containing anything is 20 bytes,
so that should probably be our test size for a PNG.
