dvb-on-demand is a tuner setting, so it wouldn't scan any channels
on that tuner.. We still want to scan dvb-on-demand cards, we just
don't want to scan them continuously.

Yes, but why scan channels where there is no good EIT data?

If that transport has any channels that have useonairguide
set they are fine. If it has no channels then they are out
of luck with the current EIT Scanner anyway. But I can't
imagine that an "EIT transport" would have channels, none 
of which have guide data...
