That won't quite work because one of the rules with the same scope
will be in charge of all that it matches. Still, you can have
a rule for just new episodes and another rule to match all others.
In Custom Record, choose "Match exact title" and "New episodes only"
then edit the title:

program.title = "The Simpsons"
AND program.previouslyshown = 0

This will match just the new episodes and not see the others.
This could have one set of attributes (priority, profile, etc),
then another normal All rule, set from any other showing, could
have the attributes for the re-runs.
