You probably want to check out avsforum -- http://www.avsforum.com

On the left hand side choose HDTV, then choose Local HDTV Info and Reception.  
Look for the Thread Index and choose you city.  You should see references 
there from people in your area.  In Cleveland, at least, the claim is that 
Adelphia is sending the locals + PBS in the clear over QAM even if you only 
pay for basic cable.
