[mythtv] Tv power control idea

My newer plasma does have DPMS and that works fine. However my older one
does not and I also have a projection TV (with s-video) that I am using
the same idea on. I agree that with DPMS the idea is useless. I guess I
should have been more clear the the idea was a 'no DPMS work around'.
