[mythtv] Adding default User Job setting per recording profile

I just committed a patch to CVS to allow setting default ON or Off
values for the User Jobs when creating new scheduled recordings.  Under
the TV settings page, under General settings, there is now a Job Queue
page which has the new settings on it.  I also moved the Auto Commercial
Flag setting to this new page and changed the working a little to clarify
it's meaning.
