[mythtv] [PATCH] Allow PVR350 to playback MARK_GOP_BYFRAME recordings

This patch removes some assumptions about the videotype being played by the ivtv decoder that
allows it to work with DVB Mpegs while still working properly with IVTV created MPEGs.
