[mythtv] populate cardinput table

I just cleared my capture card settings and added my DVB card again. Now
I have nothing in the cardinput table, so my initial tuning channel is
never saved.

I searched the whole source and I can't find anywhere that the cardinput
table is populated?! I must be going blind, can anyone point it out?
