[mythtv] scheduler bug - program depth and tuner availability

Tuner 1:  OTA antenna and A/V input (DirecTV receiver)
Tuner 2:  OTA antenna

Here's a scenario exposing the bug that I ran into tonight.  There is no pre/post-roll set up on any program.

Programs chosen:
A.  19:00 - 19:30  OTA
B.  19:00 - 20:30  OTA
C.  19:40 - 20:20  OTA
D.  20:00 - 20:30  OTA
E.  20:20 - 21:00  OTA
F.  20:30 - 21:00  input

Program D is not recorded due to conflicts according to priorities, which is understandable.  Theoretically, Program F could be recorded, but the scheduler decided this:

A on 1
B on 2
C on 1
D (conflict)
E on 1
F (conflict)

Unfortunately, Program F at first glance conflicts with Program E.  Making the most of all signals and getting the most programs recorded, the scheduler should decide this:

A on 2
B on 1
C on 2
D (conflict)
E on 2
F on 1
