You might find adding this line to your modprobe.conf (or modules.conf)
will help:-

options dvb-core dvb_override_tune_delay=800

What this does is pause for some 0.8 sec attempting to get a lock,
before tuning around the frequency. What was happening for me is that it
never sat around long enough to get a reliable lock.

For a discussion on this. I believe this that they will be implementing
a lookup table with all the various timings required for the different
tda1004x cards.
