Correction - there looks like there might be some per-frame aspect data 
handling in the mpeg2 decoder, but certainly can't find anything in the 
mpeg4/rtjpeg system.  (And I'm not convinced that the mpeg2 aspect ratio 
handling code uses the normal VideoOutput::AspectChanged() code to do the 
scaling...)
