Ah... Now that is a different problem entirely, and I believe that this choice
will be available in the new scheduler.

Or even just a priority, which can act as a weight so that quality is implied.
Quality is not a particularly hard measure, so would still require
interpretation, whereas IMHO a priority can be cleanly defined.
