Yes, they will, assuming you have both an ATSC and an NTSC tuner in the 
same system.  If 21 is standard-def coming in over ATSC, it would become 
211.  You'd have to change one of them in the channel editor (once) to 
resolve the ambiguity.  This is true any time you have multiple video 
sources.

The way it works in the current code, you'd get channel 2 and channel 
21.  If channel 2 had multiple subchannels, you'd get multiple channel 2's.

I was thinking of adding a numeric "channel offset" setting for each 
video source in Setup to get around this problem.  But I'm not sure if 
it would be worth it; you'd have to know what you're doing to know that 
you have to use this setting, and if you know what you're doing, it's 
easy enough to fix after the fact.
