[mythtv] PAL/NTSC/TV/SVideo - still messed up

I'm unable to reproduce this here.  If I set my two cards (bttv + ivtv) to 
each use svideo by default in the capture card config, on backend startup it 
sets each input correctly, sets all the picture controls properly, and sets 
each to ntsc.
