Kenneth had also suggested to me that filter could go in decoderbase.  I'm 
just getting to integrating FilterManager, so I'll look at this, but it may 
very well be a much smaller change to put it into the VideoFrame at decode 
time and let the filter check for it.  Can we generate this sort of info for 
RTjpeg streams as well?  From my experimentation when I was setting up 
MythTV, RTjpeg is sometimes very badly in need of deblocking, even when using 
the highest quality settings.  It seems to depend on the input, I saw very 
visible blocks in some scenes at q=255, and with the right info to set the 
filter strength in libpostproc, deblocking could help a lot.
