DVB in the UK does this kind of thing as well.  They always broadcast in 16:9 (using a 720x576 mpeg...), but use some new funky format to indicate how 4:3 sets should pan-n-scan the picture, ie where the important 4:3 sized frame is located.  Unfortunately none of the decoders understand this yet, and when the picture really IS in 4:3 you have black bars, top, bottom and left/right...  Durr
