Which is handled seamlessly by the hardware to map a channel number to a certain
TV channel(stream), for everyone on their service (Provided you're paying to get that 
channel) with the small exception of the locations in which they're allowed to
rebroadcast local TV stations, then they map those into a set channel space, which
shows the same TV stations for all the people receiving those stations, on the
_same_ channels for all those people.

I'm sure the windows software does the same thing.
