[mythtv] Yet another internationalization patch...

As people start submitting their preferred language patch, it urges to find
a place where to choose the language. Now there isn't yet a "general setup",
common for all the modules, instead the "Language" setting variable is used
by more than one module. So here is the big question waiting to be
answered... where we put the language selection box? maybe we can put in the
tv module, the bigger one... like in this patch attached.
