[mythtv] Configurable date/time format for mythweb

I have attached a small patch for mythweb that adds 3 new variables in
settings.php that allows you to configure how the date and time shoud be
displayed.
The format is the same as the php function date uses.

The default is almost the same as it now

It also includes the one line fix for utf8 characters
