[mythtv] Hardware MJPEG Decimation settings patch

This patch allows mixing and matching horizontal and vertical decimation
values 1, 2 and 4. You can still use 1:1, 2:2 and now 4:4 (slightly worse
than VCD quality) as well as 1:2, 1:4, 2:1, 2:4, 4:1, 4:2. This should help
people having problems (like me) with 1:1 mercilessly eating their system
alive via the h1:v2 (so-so) and h2:v1 (essentially h2:v2 de-interlaced)
settings.
I would like to know if anyone with a zoran based card has had any luck using
1:1 decimation, especially if it's with a matrox adapter.
