I agree, the site explicity lists a policy regarding the copyright on
the site content.

A better solution might be to use weather.com:

http://www.weather.com/weather/local/55076?lswe=55076&lwsa=WeatherLocalUndeclared

parse the data you want, and make sure you're downloading the images 
instead of distributing them with MythTV (caching after first download
is fine).
