When this happens it's typically your local cable provider inserting
their own commercials into the gaps the network had their commercials in.

AT&T does this, and it sucks. During the superbowl i saw commercials
(very poor quality ones at that) for local car dealerships, then it 
would suddenly cut into the end of the network commercial, or directly
into the game.
