[mythtv] [PATCH] Segfault in mpeg decoder

I've been seeing the frontend segfault on a DVB system too (I thing Ed
Wildgoose reported this over Christmas) and I traced it back to a missing
allocation in error_resilience.c. I was unsure of the best way to fix it but
having checked the latest ffmpeg source I see it's been fixed in there so
I've just done the same thing in the attached patch.
