Quality is somewhat misleading, because bitrate is king. If you set it at
256kbit it doesn't matter what that option is set to, because the encoder
has bits to burn and getting the most efficient use of them matters a lot
less.

At lower bitrates, it helps, but with very low bitrates no matter what you
set that option to you just won't get better audio. There's not enough
bits to play with, even if you use every trick the encoder has.

Could just remove it entirely and let people just adjust bitrates, it
might make things simplier.
