[mythtv] RE:DVB aspect ratio

The doc certainly details a fair number of aspect ratio situations, but I'm
wondering if, within Myth, this could be presented to the user as two options
(whilst watching Live TV):

1. Fit the picture to the screen size e.g. a 16:9 picture is zoomed to fit a
4:3 screen, a 4:3 picture is stretched to fit a 16:9 screen.

2. Honour the picture ratio e.g. vertically letter box a 16:9 picture on a 4:3
screen, horizontally letter box a 4:3 picture on a 16:9 screen.

As has been already commented, this kind of functionality would definitely be
useful for DVD playback as well as DVB signals.
