The Windows NT way may be something to consider:  internal states are
mapped to a lookup table that's language specific.  So as an example,
if the system error log has error 1234, error 1234 is looked up, the
error number->language mapping is made, and the human readable error
is added to the error log.

So, "prompt 1" is "Press Space to Continue" if locale=EN, or whatever
would be the correct translation if locale=something_else.
