I know for a fact that the Linux IP stack can push 88 Mbps sustained
using TCP on non-exotic ethernet hardware, so that will give you 11
megabytes a second.

If we assume that you are in fact having problems that aren't related
to math, then this appears to be a classic case of duplex mismatch. 
If you really think that your hardware isn't working correctly, and
that you're not getting adequate performance out of 100Mbps, then
make sure you force everything to full duplex.
