Yes and it sucks. Change slots on the PCTV until your picture improves.
The PCTV card is very sensitive to electrical noise from the motherboard
so my picture quality varies by which PCI slot it is in.
In my primary VCR PC, I replaced the PCTV with a Hauppauge WIN TV/FM Stereo
which has a much better picture & is not fussy about what slot it's in.
