  Reduce scan range for UK DVB-T/T2

Reduce the upper limit of scan range for UK digital terrestrial television
from 850MHz to 698MHz (channel 49). There are no TV channels anymore in the
UK above 700MHz so this speeds up the full scan across the full range.
