  Setting "Smooth Transitions" for menu pages

Add a setting "Smooth Transitions" to enable or disable smooth transitions
with fade-out and fade-in when switching between menu pages.
The setting is added in page Setup / Appearance / "Theme / Screen settings".
Disabling the smooth transitions can make the GUI respond faster.
The smooth transitions were already present but previously they could not be disabled.
