  Less messages from DVBSignalMonitor

On each tune the DVBSignalMonitor gives messages when tuner capabilities are missing.
For capabilities "measure Bit Error Rate" and "count Uncorrected Blocks" the message
group has now been changed from VB_GENERAL to VB_CHANNEL.
Absence of these capabilities may indicate an error but there are many good tuners
that do not have these capabilities; for instance, the DVBSKY S952 dual DVB-S2 tuner
does not have the Uncorrected Block count.
