 In commit cae6477880ce310a4b43516eb8fde73c9b06754e

 ATSC scan fixes part 1

 Fix HasCachedAllCVCTs and HasCachedAllTVCTs to give the correct
 answer when no tables have been found yet.
 Add listening to SCTE_PSIP_PID in the stream reset functions
 because this pid is also added in the constructor.
