  UHF scan range limited to channel 48

The UHF scan range for DVB-T/T2 is now limited to channel 48, 690MHz,
for the Netherlands and New Zealand as there are no TV transmitters
above this channel in these countries.
This reduces the scanning time when the "Full Scan" option is used.
