  Fix check on channel comparison for ATSC

ATSC channels with an ATSC major number are only equal when
both the ATSC major number or ATSC minor number are equal.
This used in the mythtv-setup channel scan to determine if
a channel found in the scan does already exist and can be
updated or if it is a new channel that can be added
