  No discontinuity for first TS packet of PID

This reverses commit cf8015eaf4a2fde6ece423e7ade99c86f7f9d076
and 035a528bd813d5ca86999618875bba72162d8429 except the part
where all elements of m_continuityCounter are initialized to 0xff.

On Nov 10, 2019, in commit da80277cca9118d0f8b70cbe924a3e9f16a73041 the
initialization to 0xff has been replaced with initialization to 0
and this is what caused the erroneous discontinuity reporting.
Initialization to 0xff is now restored.
