Comment (by Gary Buhrmaster):

 In *theory* fixed with later Qt and later xdg-shell (I think Qt 5.12
 (possibly backported to Qt 5.11) and weston 6).  However, F31 beta's may
 be problematic in other ways.  Is it reproducable on F30 stable?
