Comment (by tlathm):

 Another user on the mailing list confirmed that he was able to reproduce
 this fallback to software decoding, and this was also on 32bit.
 Specifically it was on two ASRock ION 330HT systems running 18.04 Ubuntu
 32bit and 16.04 Ubuntu 32bit respectively.
