 After the fix in ticket #13434 it should be possible to run the latest
 mythbackend without having run mythtv-setup. If there are still problems
 with this then please report.

 With mythtv-setup the following sequence gives a clean start:
 - Delete all capture cards
 - Delete all video sources; this also deletes all transports
 - Create the capture cards and select the modulation system
 - Create the video sources
 - Connect the video sources
 - Do a "Full Scan" (for DVB-T/T2) or "Full Scan (Tuned)" (for DVB-C)
