 A channelscan with mythtv-setup gives sometimes incorrect "Timed out"
 messages.
 This happens when the scan time of a particular transport is extended
 because there are SDT's and a NIT to receive but the error message is
 given
 when the original timeout time is exceeded. This is fixed by using
 the already present function HasTimedOut to decide if the scan has timed
 out.
