 I'm going to close this as invalid. Like Stuart says you MUST stop the
 backend before you run mythtv-setup otherwise it can't probe the DVB
 cards.

 You are correct that running mythtv-setup attempts to shutdown mythbackend
 but that requires things to be setup correctly so mythtv-setup runs the
 correct command and has the correct permissions to stop the backend.
